Brief Description of Duties:
Organize and manage Downstate’s Annual Internal Budget Process, including collaborative preparation and data validation of Lawson Budget & Planning online system with IT staff, providing access to system users, preparation of training materials, leading budget training and preparation workshops, support end users with technical and budget development assistance and troubleshooting as needed. Review and analyze submitted budgets. Act as liaison to VPs, Division and Department Fiscal Officers to provide feedback to system users to make adjustments to budgets as necessary to align with institutional strategy and priorities. Compile requests for additional funding above approved base levels for review and prioritization by Planning & Budget Committee. Assist in preparation of Annual Dorm Financial and Capital Plans in conjunction with Residence Halls Management. Prepare Financial Management Strategy and Form I allocation requests in accordance with Financial Plan for transmittal to SUNY System administration using budget system data. Process requests for adjustments to budget allocations. Organize tuition revenue projection process. Prepare data templates to collect information from Deans. Collaborate with Deans, Student Affairs, Institutional Research, and Bursar departments regarding financial projections. Analyze submitted data for reasonableness and trends. Enter information in SUNY Revenue Projection Tool. Assist in preparation of expenditure, disbursement and cash flow projections, work force vacant/filled position analyses, financial projections, financial statement review, etc. Monitor, Interpret and report on financial conditions of various institutional budgets using SUNY and State of New York accounting.

DUTIES AND RESPONSIBILITIES ARE NOT LIMITED TO THE ABOVE POSITION DESCRIPTION

All successful candidates must undergo various background checks, maintain credentials required for continued employment and adhere to the SUNY-DMC UHB Principles of Behavior.   Clinical Faculty and Allied Health professionals must receive and maintain Medical Board authorization.
Qualifications:
REQUIRED: Bachelor’s degree in Finance, Accounting or Business Administration. 5-7 years work experience in budget and/or finance, preferably in a SUNY or other academic medical center, hospital or government environment. Strong computer skills (Microsoft Excel, Word, PowerPoint). Solid organizational, problem solving, project management, strong written and oral communication skills. Ability to work collaboratively with a broad range of constituencies. Robust analytical skills. PREFERRED: Proficiency with new SUNY and State of New York accounting system such as Business Intelligence, Legacy and Lawson Budget & Planning System. Familiarity with State policies, procedures and guidelines.
